State is latest to consider overturning prohibition against use of photographs to prepare collision repair damage appraisals.
The Delaware Department of Insurance has proposed to amend its Regulation 602 relating to Motor Vehicle Physical Damage Appraisers to allow the use of digital images by appraisers. Similar proposals have been proposed in neighboring Pennsylvania and Virginia.
The proposals have been controversial, with collision repairers that do not participate with insurance company direct repair programs raising concerns about public safety and potential delays in the claim handling process. Insurance companies are supportive and see it as improving the efficiency of the claim
